SUBJECT: Potential Conflict of Interest
For the past five years, my wife, Tracie Yoshimoto, has been an independent contractor
for both the Department of Health and the Coalition for a Tobacco-Free Hawaii to
coordinate the East Hawaii Tobacco-Free Coalition. The coalition works on addressing
a number of tobacco control issues including policy and legislation.
On October 19, 2007, I contacted Corporation Counsel Lincoln Ashida for his opinion on
the potential conflict of interest regarding my proposed legislation (Bill 224) to create a
smoke-free environment at all County parks and recreational facilities. Attached for your
review is a copy of Mr. Ashida's response.
Bill 224 has been referred to the Public Safety and Parks and Recreation Committee
scheduled for February 5, 2008. At that time, as recommended by Mr. Ashida, I will
publicly announce the potential conflict of interest.
