Subject: Resolution Amending Resolution No. 381-07 Relating to Transferring
Contingency Relief Funds (Council District 5)
Enclosed is a resolution that amends Resolution No. 381-07 which transferred $2,500
from Council District 5 Contingency Relief funds to the Prosecuting Attorney's Office
Miscellaneous Contract Services account for the Mainstreet Pahoa Association's annual
holiday parade.
This request re-appropriates the funds to Malama O Puna's Pahoa Springtime Jamm.

BRIEF DESCRIPTION OF PROJECT BEING FUNDED: 6`h Annual Pahoa Springtime Jamm street fair.
Held on the day before Mother's Day, it is a project of Pahoa Weed & Seed, designed to foster a better
economic climate in Pahoa by attracting new customers (and thanking old ones) and businesses into the
village. There is also a strong element of community cohesion, and local nonprofits are given free booths so
they can outreach to the public. Pahoa Weed & Seed gives out free merchandise (such as "Drug Free &
Proud" stuffed bears at the Keiki ID booth staffed by HPD and paid for with forfeiture funds) and anti-drug
literature and A'ole Drugs bumper stickers. The Pahoa Weed & Seed Youth Council will have a youth stage
at the Pahoa Neighborhood Facility where the Battle of the Bands will take place - this is to encourage our
budding young musicians and give the youth an attraction of their own as an alternative to anti-social
behavior (sex, drugs, vandalism, gangs, etc.).
TARGET GROUP TO BE SERVED: Entire island community is invited, but especially Puna District and
E. Hawaii in general. Tourists are also encouraged to attend.
AREA TO BE SERVED: Pahoa Village and Puna District.
NUMBER OF PARTICIPANTS: In previous years we have had several thousand participants, including
the organizers and volunteers, vendors, nonprofits, musicians, police and tourists.

Subject: Resolution No. 527-08 Transferring/Appropriating an Appropriation Out and
From the Designated Fund Account and Crediting Same to a Designated Fund
Account for Malama O Puna's Pahoa Springtime Jamm.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter
be waived from the Finance Committee to the full Council for immediate action. In
reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is
granted and the matter placed onto the next Council agenda for review. However, in the event
this request is denied, for whatever reason, I understand the matter shall be referred to the
Finance Committee for placement on its future agenda.
