In the last few months, we have experienced an increase in underage drinl;;ng and
substance abuse atlKuhana;lzi beach resulting in problems inolndinQ instances of terroristic
threatening. Dlembers of Protect Kolranailzi 'Ghana (P.K.O.) and families who use the
beach regularly have arrived on the weekend to 'find tl,e entire beach trashed; littered a~ith
brahen glass, beer bottles, nails from burning wooden pallets and debris from all night
parties. Our 'ohana including our ehildxen are spending houx6 clea„ing up after these
parties only to find it happening again and again.
Our intention is to do something positive ;n order to avoid and avert an unfortunate
situation and subsequent litigation resulting from teen drug use, drinlzing and driving
similar to what happened in Hilo two years ago. (.See followin~+ newspaper articles) In
Hilo, law suits axe being filed against everyone that contributed to activities leading up to
tl,e teens being lxilled. We have been luclxy so far, but it will happen ;n Kona too unless our
community worizs out a preventative effort to curtail the problem. On two recent occasions
we have found out who some of the teens are and have contacted their parents, scltoole,
churches and friends. ~e have made several phone calls to continue dialogue and ta}ze

Ron Kerr, store manager at Saclx and Save, was contacted and informed that
numerous receipts from Saclx and Save for l;gtu,r were found at the beach among the Biter.
He has spolxen to tl,e oashiers and l,as warned them to be alert for underage teens.
Jari mar, Operations ~1arid~°er at C1TFC, was contacted re~+arding security. He
wi~~l be changing the loch on the pTF.C Qate to enFllre that only people with business
related reason6 will have keys to access after B:OOp.m. This mill be done in the next few
weelxs. He will also increase security checlzs at tl,e gate on weel~ends.

access rights to the shoreline, we are willing to give this up temporarily to help prevent
problems {rom occur, ing.
Alex Cadang, the Governor's Liaison, agreed that the State would join us a part o{ a
community response. He suggested that D,T..N.R. could help blocl; the old road on the
state's property. He also suggested that the newspaper be noti{ied as well as the schools,
police, and N.E,L.H.
Captain Dale I'ergestrum, Kona Police Department l,ae agreed to .set up D.L.I.
road6loclzs near the O,T.B.C. entrance way next month and to respond rapidly to calla
{rom the beach i{ groups o{ teens begin to gather engaged ;n illegal activity. The dispatcher
number is 930-3311. Police o{{icers will baclt up the security guards at the C1.T.E.C. gate
