Re: Resolution Transferring Funds
Enclosed is a resolution transferring $119,232 out and from the Clerk-Council Services -
Contingency Relief account and crediting it to the Hawai'i Fire Department's Fire Protection -
Salaries and Wages account. At the County Council meeting held on June 1, 2007, funding
for three (3) Fire Fighter positions (position numbers 00-03798, 00-04331, and 00-04332)
was removed from the Fire Department's budget and placed into the Contingency Relief
account.
After 12 months of basic Fire and EMT training, recently graduated recruits are ready for
these assignments to the Waikoloa and Keauhou Fire Stations.
In order to have these positions filled quickly, we would like to request a waiver from the
Finance Committee and have this resolution heard at the Council meeting scheduled for
February 21, 2008.
If there are any questions, please do not hesitate to call the Hawai'i Fire Department.

A. REQUEST:
Please prepare a resolution to transfer $119,232 from the Council Contingency Relief account to the Fire
Protection S&W account (010.221.5221.01.011) to restore funding for three (3) Fire Fighter positions (oo-
04331, oo-04332, and o0-03798).
Please waive Finance Committee Hearing, as Councilman Yagong has already agreed to, and suggested we
do, to expedite this action.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
During the Council's review of the FY 2007-08 Operating Budget, three (3) Fire Fighter positions budgeted at
$39,744 each, totaling $119,232, were de-funded. These are (Responsibility Center, Station, Position
Number): 4216, Waikoloa Fire Station, oo-04331 and o0-04332; and 4217, Keauhou Fire Station, oo-03798.
After 12 months of basic Fire and EMT training, recently graduated recruits are ready for these assignments.

Re: (Resolution No. 533-08 Transferring/Appropriating an Appropriation Out and
From the Designated Fund Account and Crediting Same to a Designated Fund Account)
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
