Your Committee on Finance, to which was referred Bill No. 221, reports as follows:
Bill No. 221, transmitted by Director of Finance William Takaba, via Communication No. 929,
dated January 8, 2008, amends Ordinance No. 07-83, as amended, relating to public improvements
and financing thereof for the fiscal year July 1, 2007 to June 30, 2008, by increasing the
appropriation of the Earthquake Damages -FEMA project by $850,000 in the Capital Improvement
Budget as Follows:

Earthquake Damages -FEMA ($1,200,000] $2,050,000

Funds for this appropriation increase shall be provided from:
General Obligation Bonds, Capital Projects Fund - $ 850,000
Fund Balance and/or Other Sources
Pursuant to Section 10-6(d), Hawai`i County Charter, the Council may amend the Capital Budget
for that year with atwo-thirds vote.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 221, and
recommends it pass first reading.
