"Hawai'i County is an Equal Opportunity Provider and Employer" EAST HAWAII AGGRESSIVE DRIVING PROGRAM PROGRAM PROPOSAL A letter dated November 15, 2007 from Hawaii County Council member J Yoshimoto, making reference to Resolution 391-07 and Bill 195 which transferred $33,750 to an Aggressive Driving Project in West Hawaii. Council Member J Yoshimoto proposed to transfer $35,000 from his Contingency account to the Hawaii Police Department to start an Aggressive Driving Project for East Hawaii with special attention being paid to Puna. Council Member J Yoshimoto represents South Hilo (Waiakea Homesteads and Waiakea-Uka) and Puna (Keaau, Kurtistown, Orchidland and Mountain View). BACKGROUND Aggressive driving is recognized as a serious problem nationally and directly relates to one of the major causes of traffic accidents and injuries or death on our highways. There have also been criminal reports initiated due to "road rage" directly linked to aggressive drivers causing or nearly causing a traffic accident. The National Highway Traffic Safety Administration (NHTSA) defines aggressive driving as occurring when "an individual commits a combination of moving traffic offenses so as to endanger other persons or property." Many of the speeding violations and aggressive driving violations take place during the commuting hours 5:00 A.M. to 7:00 P.M. and 4:00 P.M. to 6:00 P.M. The fact that many residents of East Hawaii are commuting to and from work in other districts have greatly impacted the driving habits of our community who must work in districts as far away as Kona or Waikoloa. Many drivers are traveling on daily basis and begin their commute as early as 5:00 A.M. and not returning home until sometime after 6:00 P.M. The fact that many drivers are spending extended hours commuting to and from work contribute to the aggressive driving habits as they try to spend less time on the road. Although many violations take place during the "peak" traffic hours law enforcement recognizes that there are also offenders throughout the day and the proposed aggressive driving project will encompass varying hours of the day. Speed is a consistent factor as one of the combinations of moving offenses involved in aggressive driving. The National Safety Council defines Aggressive Driving as "driving under the influence of impaired emotions". The behavior is characterized by impatience and inattentiveness, a power struggle, often escalating into recklessness and road rage. MISSION/GOAL The goal of this project is to reduce aggressive driving in the Puna and South Hilo districts. Both districts will increase the amount of citations in these locations and properly record the amount for future reference. STRATEGIES Consistent enforcement is one of the strongest deterrents to aggressive driving and excessive speeding problems on Highway 11, Highway 130, and many other main routes within East Hawaii. The Hawaii Police Department will enforce speed violations, illegal passing, illegal lane usage and other traffic violations with the use of overtime funds and equipment purchased with monies received for this project. Past vehicular and fatal data will be used to identify problem areas. U1traLyte LRB lasers which are utilized by the Traffic Enforcement Unit will be used for these projects and have proven to be effective in heavy traffic situations. 1. Conduct at least 50 checkpoints, specifically on Highway 11 and Highway 130 which are the main corridors of traffic linking the districts. (To be split between S. Hilo and Puna). 2. (35) Of these checkpoints will be high visibility that will target the more heavily traveled roadways such as Highway 11 between the Hilo and Puna Districts and Highway 130 in the Puna District. 3. At least (15) inconspicuous projects will be done. These projects will require an unmarked police vehicle to travel along with the commuting traffic and report any traffic violations to marked vehicles positioned in strategic locations along the project site. * The unmarked vehicles will not be involved in stopping any violators unless a TEU member's specially equipped vehicle is utilized as the "inconspicuous vehicle". 4. Checkpoints will be conducted on overtime with the remaining proposed funds after purchase of the lasers. PROJECT EVALUATION The effectiveness of this program will be measured in the following manner: 1. A reduction in the amount of calls reporting aggressive driving behavior in the South Hilo and Puna districts into the Community Road Safety program that is monitored by the Traffic Services Section or calls received through 911. The Community Road Safety program specifically deals with complaints from the public of reckless driving, speeding, moving violations and other traffic violations and letters are sent to the registered owners of vehicles informing them of the alleged violations. 2. A reduction of traffic accidents along the targeted traffic corridor. REQUESTED EQUIPMENT Purchase (6) U1traLyte LRB lasers from Laser Technology Inc.
