X39 0'8 <br /> <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> <br /> AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO <br /> A DESIGNATED FUND ACCOUNT(S). <br /> WHEREAS, aggressive driving is a growing problem in the County of Hawaii; and <br /> WHEREAS, the National Highway Traffic Safety Administration (NHTSA) defines <br /> aggressive driving as occurring when "an individual commits a combination of moving traffic <br /> offenses so as to endanger other persons or property"; and <br /> WHEREAS, long commutes, traffic congestion, familiarity of the road, and a shortage <br /> of police officers are just some of the contributing factors that cause aggressive driving; and <br /> WHEREAS, in many cases, aggressive driving has lead to road rage and/or an accident <br /> involving another vehicle or a pedestrian; and <br /> WHEREAS, according to the State of Hawaii Department of Transportation, the <br /> number of accidents on State and County roadways have increased over 30 percent from 2003 <br /> to 2005; and <br /> WHEREAS, the Hawaii County Police Department has recently received a federal <br /> grant of $33,750 for an Aggressive Driving Project for West Hawaii, which was provided by <br /> the State of Hawaii Department of Transportation; and <br /> WHEREAS, the goal of this project is to reduce the number of fatalities and injuries, <br /> and to set up additional checkpoints and roving patrol in order to reduce speeding, illegal <br /> passing, illegal lane usage, cutting corners, and driving on the shoulders; and <br /> WHEREAS, East Hawaii is also in great need of an Aggressive Driving Project to <br /> reduce aggressive driving in the Puna and South Hilo districts; and <br /> WHEREAS, Contingency Relief funds from Council District 3 will be appropriated to <br /> the Hawaii County Police Department to initiate an Aggressive Driving Project in East <br /> Hawaii and for the purchase of six (6) speed lasers; now, therefore, <br /> <br />
