X39 0'8 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT(S). WHEREAS, aggressive driving is a growing problem in the County of Hawaii; and WHEREAS, the National Highway Traffic Safety Administration (NHTSA) defines aggressive driving as occurring when "an individual commits a combination of moving traffic offenses so as to endanger other persons or property"; and WHEREAS, long commutes, traffic congestion, familiarity of the road, and a shortage of police officers are just some of the contributing factors that cause aggressive driving; and WHEREAS, in many cases, aggressive driving has lead to road rage and/or an accident involving another vehicle or a pedestrian; and WHEREAS, according to the State of Hawaii Department of Transportation, the number of accidents on State and County roadways have increased over 30 percent from 2003 to 2005; and WHEREAS, the Hawaii County Police Department has recently received a federal grant of $33,750 for an Aggressive Driving Project for West Hawaii, which was provided by the State of Hawaii Department of Transportation; and WHEREAS, the goal of this project is to reduce the number of fatalities and injuries, and to set up additional checkpoints and roving patrol in order to reduce speeding, illegal passing, illegal lane usage, cutting corners, and driving on the shoulders; and WHEREAS, East Hawaii is also in great need of an Aggressive Driving Project to reduce aggressive driving in the Puna and South Hilo districts; and WHEREAS, Contingency Relief funds from Council District 3 will be appropriated to the Hawaii County Police Department to initiate an Aggressive Driving Project in East Hawaii and for the purchase of six (6) speed lasers; now, therefore,
