Feb. 05 2008 036:'6 a'9 P1 PERM P i LID TO: HAWAN COUNTY COUNCIL 2U06 FEB 5 RIB 8 24 EMAIL: counciltestimonv0co.hawaii.hims C~'' l:` i :;y ttl RE: TESTIMONY IN SUPPORT OF BILL 224 Relating To Smoking In Certain Places In The County Of Hawaii Committee hearing February 5, 2008 February 5, 2008 We are writing in support of Bill 224, prohibiting smoking at all beaches and parks on the island of Hawaii. Our organization has been working hard to help prevent cigarette butt litter on beaches on the Windward side of Oahu as cigarette butts are the most littered item in the world and the most harmful to marine life. Cigarette butts can leach chemicals such as cadmium, lead and arsenic into the marine environment within an hour of contact with water. They have been found in the stomachs of fish, whales, birds and other marine animals which leads to ingestion of hazardous chemicals and digestive blockages. Animals, marine life, and toddlers who ingest dropped cigarette butts can become ill or die from them;. It is for the reasons I've noted above that I strongly encourage the Council to pass this ordinance. This bill will go a long way in addressing protections for our ecosystems. Please accept this as written testimony in support of this bill. Sincerely, Dean Otsuki Suzanne Frazer Beach Environmental Awareness Campaign Hawaii P.O. Box 25284 Honolulu, Hawaii, 96825 ph.
