RESOLUTION NO. 540 08
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT(S).
WHEREAS, the West Hawaii Community Health Center, Ina (WHCHC) is a 501(c)3
nonprofit organization, and is committed to making healthcare geographically and financially
accessible to all the people of West Hawaii; and
WHEREAS, WHCHC offers an integrated approach to healthcare that includes medical,
dental, and behavioral health services to adequately serve children who do not currently have
adequate access to healthcare and in so doing complete the Island's "Circle of Care" from
Kawaihae to Kona to Miloli`i; and
WHEREAS, WHCHC is partially funded by a federa1330e grant that covers only 30%
of the operating budget and WHCHC must rely upon Medicaid, Medicare, and privately insured
patients to balance its budget and maintain services; and
WHEREAS, WHCHC wants to open a Children's Clinic in Kealakekua providing
medical, dental, and behavioral services to all children including the indigent, uninsured, and
underinsured children who have been identified as a priority by the State of Hawaii; and
WHEREAS, a medical crisis was declared in the County of Hawaii due to the declining
number of doctors and medical facilities to serve the children; and
WHEREAS, Contingency Relief funds from Council District 7 will be appropriated to
help the WHCHC -Children's Clinic to defray operational expenses that are not covered by the
federal government or insurance for children in low income families; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this resolution
to the Fire Chief and the Director of Finance and that the Director of Finance is hereby authorized to
make the necessary transfers in accordance with the terms of this resolution.
