I had a moment to review the proposed changes on Alii Drive and Halekii to facilitate opening the mid-
section of Mamalahoa By-pass.
I have been very skeptical that a mid section opening will shorten my travel time to Honaunau from
Kailua. (Until there is a full build-out at either Alii Parkway and/or to Napoopoo Junction I expect the
measure to merely relocate the congestion and generate a longer travel distance, providing no time
benefit.)
However, one mitigation aspect is encouraging and may make the whole detour worthwhile for our
community: hopefully the use of roundabouts on Halekii will familiarize our drivers with their flow
benefits. In the longterm I pray we may finally put that measure in place at Honalo junction and
elsewhere. Once Kona'sza drivers learn the protocol, they will find a safe way to merge and leave
continuous traffic with minimal interruption to flow.
