No. 949/Res. 503-08 PLACE: Council Chambers Ben Franklin Bldg., 2nd Floor Hilo, Hawaii 96720 TIME: 9:15 a.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Public Works and Intergovernmental Relations, to which was referred Communication 949, regarding Resolution 503-08, reports as follows: Resolution 503-08, transmitted by Council Chair, Pete Hoffmann via Communication 949, dated January 23, 2008 urges the Creation of a Japanese American World War II Veterans Commemorative Stamp. There was one comment from the public regarding this proposed resolution. Council Chair Pete Hoffmann supports the idea of creating a Japanese American World War II Veterans commemorative stamp, not only because they served as Japanese American fighting in the United States Army in World War II, but also for enduring and suffering racial discrimination at that time. Although it is sixty years after the fact, the commemorative stamp will recognize their commitment and courage in serving their country despite facing racial prejudices. Council Chair Hoffman added that commemorative stamps portray many individuals, subjects and events; and recognition of a group of people who served the best ideals in this country is long overdue. Council Chair Hoffman seeks approval of this proposed resolution from his colleagues. Council Member Bob Jacobson made a motion to delete the close filing of Communication 949 to this proposed resolution. This proposed amendment was introduced to allow communications to remain attached to bills and resolutions as they move forward to be discussed, considered and voted on by the Council. Deputy County Clerk Ken Goodenow suggested further discussion and investigation on this matter, and possibly creating a procedural process to address this housekeeping matter. This amendment to the main motion was duly seconded and unanimously defeated. Your committee members discussed and offered their personal views in support of the creation of a Japanese American World War II Veterans Commemorative Stamp.
