Your Committee on Public Safety and Pazks and Recreation, to which was referred Bill No. 219,
reports as follows:
Bill No. 219, transmitted by Council Member Brenda Ford via Communication No. 923, dated
January 9, 2008, amends Chapter 15, Article 8, Section 15-68.1, of the Hawaii County Code
1983 (2005 edition, as amended) ("Code"), relating to the Parks and Recreation facility schedule,
by renaming the Kona Scenic Park to the "Clazence Lum Won Pazk", pursuant to Section 15-67
of the Code, relating to the naming of recreational facilities.
Public testimony was given by Michael Suber, who spoke in support of Bi11210. Pat
Engelhard, Director of the Parks and Recreation Department also spoke in support of Bi11219,
praising Mr. Lum Won. She mentioned that in her first term as director of the department, she
would often see Mr. Lum Won single-handedly improving and maintaining the pazk. Council
Member Brenda Ford spoke in support of Bi11219, stating that we must honor those who go
way beyond the call of duty for their communities.
Council Member Ford stated that she would be responsible for an amendment to Bi11219 which
would correct a typographical error in the title. The corrected title will then reflect the correct
name of the park as the "Clazence Lum Won Park", rather than "the Clarence Lum Won Pazk".
Council Member Ford stated that her office would file the amended version in a timely manner
in order for Bi11219 to be heard at the Februazy 21, 2008 council meeting.
Your Committee on Public Safety and Pazks and Recreation is in accord with the purpose and
intent of Bill No. 219, as amended to Draft 2, and recommends it pass first reading.
