Your Committee on Finance, to which was referred Bill No. 225, reports as follows:
Bill No. 225, transmitted by Council Member Emily I. Naeole, via Communication No. 943, dated
January 18, 2008, is an ordinance amending Chapter 2, Article 36, Hawaii County Code 1983 (2005
Edition, as amended), renaming and redefining the Geothermal Relocation Program to the Geothermal
Relocation and Community Benefits Program.
This measure will allow for continued relocation as needed, however, a new community benefit
program will be established that will allow funding of expenditures for the benefit of Lower Puna for
road improvements, water infrastructure development, land acquisition, parks and recreational facility
needs, civil defense, and mass transit improvements.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 225, and recommends
it pass first reading.
