Re: Resolution for multi-year lease
Enclosed is a resolution authorizing the payment of funds for a later year and of more than one
fiscal year for a multi-year contract for a waste-to-energy facility. The County expects to award
a design, build, operate contract for a Waste-To-Energy facility to be built close to the current
site of the Hilo Landfill on or before March 4, 2008. The award of the contract is subject to
approval by the County Council of a resolution for a multi-year contract as the project would
require encumbering funds from more than one fiscal year. As soon as the contract is officially
awarded, the department will forward the draft contract and other supporting documents.
The department requests that this be placed on the March 11, 2008 Finance Committee agenda.
Additionally, the department asks that the resolution be forwarded to the Council for hearing on
April 9, 2008 so that our consultants can be available to answer questions on both days.

Management.
