HomeMy WebLinkAboutRES 550 Draft 01 2006-2008 ~'`V G~; COUNTY OF HAWAII STATE OF HAWAII RESOLUTION NO. 550 Q8 A RESOLUTION TO ENCOURAGE THE COST-EFFECTIVE INSTALLATION OF SOLAR WATER HEATING SYSTEMS AND PHOTOVOLTAIC ENERGY SYSTEMS ON COUNTY BUILDINGS. WHEREAS, the Hawaii County Council acknowledges that Hawaii County should take the lead in the effort to reduce the county's dependence on fossil fuels and other imported resources for electrical energy; and WHEREAS, solar water heaters and photovoltaic systems benefit everyone in the county by decreasing the total use of fossil fuel, reducing the county's greenhouse gas emissions, and decreasing the need for additional centralized power generation stations; and WHEREAS, solar water heaters and photovoltaic systems typically recoup the cost of the initial investment in these systems in three to ten years, by utilizing free energy produced by the sun; and WHEREAS, typical electric bills are reduced by 30 to 40 percent after installation of a solar water heater and by even greater percentages after installation of a photovoltaic system; and WHEREAS, the county can realize both financial savings and a countywide reduction in the use of fossil fuel via the installation of solar water heaters and photovoltaic systems on county facilities; now therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that all new county facilities utilize solar water heaters and photovoltaic systems and that existing county facilities be retrofitted with solar water heaters and photovoltaic systems, to the maximum extent possible. BE IT FURTHER RESOLVED that the mayor assign qualified administrative personnel to help determine the cost-efficiency and the funding requirements to implement such installation within the county and to oversee installation of solar water heaters and photovoltaic systems on county facilities, in order to meet the county's energy goals. BE IT FURTHER RESOLVED that the mayor present the funding requirements to install solar water heating and photovoltaic systems on county facilities to the council prior to submission of the operating budget on March 1, 2009. ~E IT FINALLY RESOLVED, that the County Clerk shall forward certified copies of this resolution to Mayor Harry Kim and to the Directors of the following departments: the Department of Finance, the Department of Parks and Recreation, the Planning Department, the Department of Public Works, the Fire Department, the Police Department, the Department of Civil Defense, the Office of the Corporation Counsel, the Data Systems Department, the Department of Environmental Management, the Human Resources Department, the Department of Liquor Control, the Mass Transit Agency, the Office of Aging, the Office of Housing and Community Development, the Prosecuting Attorney's Office, and the Department of Research and Development.
