COMMITTEE Hawai'i County Council - (Communication 1020) Bill 250
Proposed 25 mph speed limit on Mamalahoa Highway extending 4,100 feet
south from Honalo Jct.

Thank you Committee Chair Ford and Council Members for the
opportunity to provide this testimony. While time has not been sufficient to
thoroughly review and confirm all the details, I am in support of the general
proposal, but offer the following for consideration.

Highway (makai of Kona Coffee Villas). i do not have detailed
geometry and sight line information available to suggest the end
of tine speed reduction, but none of the Keauhou Trailsfer Station
might be reasonable. Traffic northbound on Mamalahoa should not
be encouraged to increase speed beyond Honolo Jct. This section
has the hignest aensiiy housing, severai school bus stops, restricted
sight lines due to horizontal geometry and parked vehicles, and a
tragic crash history.
1 have always been in favor of speed restrictions through both
Honolo and Kainaliu Villages. If the intermittent distance is sufficient,
perhaps it would be worth additional consideration for two (2)
separate 25 mph zones to the south of Honolo. If the distance is
sufficient, a higher limit between the two village centers may
influence a more positive driver behavior through the area, by a
stronger correlation of speed and adjacent land use and activity.
Lack of time and data preclude me from further analysis and a
recommendation, so I only ask that it be considered.
