HomeMy WebLinkAboutRES 557 Draft 01 2006-2008 Mtr,or x COUNTY OF HAWAII STATE OF HAWAII rr~Oi~M~~` RESOLUTION NO. 557 (~S A RESOLUTION REQUIRING THE COUNTY OF HAWAII MASS TRANSIT AGENCY TO CREATE A PARTNERSHIP WITH THE STATE OF HAWAII DEPARTMENT OF TRANSPORTATION TO DESIGN AND CONSTRUCT PARK AND RIDE FACILITIES AT DESIGNATED SITES ALONG STATE HIGHWAY 19 WITHIN COUNCIL DISTRICT 1. WHEREAS, in 2005, the County of Hawaii Mass Transit Agency created kokua zones to allow for free use of the county busing system; and WHEREAS, since the creation of the kokua zones, the number of riders using the bus has more than doubled; and WHEREAS, approximately 24 buses a day travel through Council District 1 from East Hawaii to West Hawaii and back; and WHEREAS, these buses have an average occupancy of 94 percent for these trips through Council District 1; and WHEREAS, approximately 500 riders board or exit the bus within Council District 1 on a daily basis; and WHEREAS, riders of the bus must stand alongside State Highway 19 to wait for the bus to stop and pick them up on the shoulder of the highway; and WHEREAS, the lack of sufficient pullout areas causes traffic to back up when the bus is stopped for the loading and unloading of passengers; and WHEREAS, passengers awaiting transportation are in close proximity to passing vehicles creating the potential for traffic accidents; and WHEREAS, the rider information tracked by the Mass Transit Agency shows that the communities of Papa`ikou, Pepe`ekeo, Laupahoehoe, and the Lakeland Subdivision in Kamuela have high ridership numbers that warrant the construction of park and ride facilities that consist of parking lots and bus shelters; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the Mass Transit Agency is required to enter into a partnership with the State of Hawaii Department of Transportation to identify locations within Papa`ikou, Pepe`ekeo, Laupahoehoe, and the Lakeland Subdivision for the design and construction of park and ride facilities; and BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Honorable Mayor Harry Kim, the Director of Mass Transit, and the State of Hawaii Department of Transportation Highway Division.
