RESOLUTION NO. 549 08
A RESOLUTION ESTABLISHING AN AD HOC COMMITTEE TO PLAN THE LONG
TERM DISPOSITION OF MUD LANE ROAD IN THE DISTRICT OF HAMAKUA.
WHEREAS, Mud Lane Road has historically been used as a cart road, and later as a jeep
road, between Kukuihaele and Waimea; and
WHEREAS, at one point in time, Mud Lane Road was considered a "road in limbo",
which neither the state nor county accepted responsibility for, however, most recently the county
has accepted that Mud Lane Road is under the jurisdiction of the county, and has paved the road
from the Hawaii Belt Road to Waikoekoe Lane; and
WHEREAS, the establishment of this ad hoc committee is based upon community
meetings and discussions with vazious community associations who aze requesting that the
County of Hawaii develop along-range plan regarding the usage of Mud Lane Road; and
WHEREAS, the Hawaii County Council recognizes that community input and
participation in this discussion is essential for grass roots planning of this very important
community asset; and
WHEREAS, the ad hoc committee would bring stakeholders to the table to begin
discussion, who will include but not be limited to the Waikoekoe Community Association,
Honoka`a Business Association, Kukuihaele Community Association, Waimea Community
Association, Waipi`o Taro Farmers Association, Kamehameha Schools Bishop Estate, Wildlife
Conservation of Hawaii, Hamakua Hunters Association, and abutting private landowners who
have expressed a strong and sincere interest in planning the future of Mud Lane Road; and
WHEREAS, Rule 8 of the Rules of Procedure and Organization of the Council of the
County of Hawaii allows the establishment of an ad hoc committee, which would then work
with the county administration and the community to come up with along-term disposition of
Mud Lane Road; and
WHEREAS, the name of this committee would be the "Mud Land Road Ad Hoc
Committee"; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII, that it
will form the "Mud Lane Road Ad Hoc Committee" to work with the County Administration and
the community to come up with along-term disposition plan for Mud Lane Road.
BE IT FURTHER RESOLVED that the Mud Lane Road Ad Hoc Committee shall:
1. Be established pursuant to Rule No. 8 of the Rules of Organization and Procedure of
the Council of the County of Hawaii;
2. Work with the aforementioned parties and others to best establish a consensus for the
future of Mud Lane Road;
3. Report its findings to the Hawaii County Council's Planning Committee and submit
said report to the Honorable Mayor Harry Kim ,the Director of the Planning
Department, and the Director of the Department of Public Works upon completion of
said report; and
4. Be dissolved upon the completion of its duties.
BE IT FINALLY RESOLVED that the County Clerk shall forward a coy of this
resolution to the Honorable Mayor Harry Kim, the Director of the Planning Department, the
Director of the Department of Public Works, participating community associations and
organizations, and affected private landowners.
