Co The amendments to Draft 1 are as follows: Section 1. Traffic on Haleki`i Street shall move in an eastbound direction rather than a southbound direction. Haleki`i Street runs east/west rather than north/south, and redefines the lower portion of Haleki`i Street as Haleki`i Street Extension. Section 3. Rename as Haleki`i Street Extension. Section 5(B). Restricts truck traffic in the residential section of Haleki`i Street and the secondary/connecting residential streets of Mamao, Muli and Nape. AN ORDINANCE AMENDING CHAPTER 24 OF THE HAWAII COUNTY CODE 1983 (2005 EDITION, AS AMENDED), RELATING TO VEHICLES AND TRAFFIC. BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII: SECTION 1. Chapter 24, article 10, division 2, section 24-267, schedule 15 (One way streets), subsection (f) Kona, of the Hawaii County Code 1983 (2005 edition, as amended) is amended by adding the following to be appropriately numbered and to read as follows: Haleki`i Street All vehicular traffic shall move in the eastbound direction only from 3.30 m to 6.30 p.m., Monday through Friday, except holidays for the Haleki`i Street Extension (four thousand feet), extending from the Mamalahoa Highway Bypass to a point 600 feet makai of the Muli Street intersection." SECTION 2. New material is underscored. Material to be repealed is bracketed and stricken. In printing this ordinance, the brackets, bracketed material and stricken material and underscoring need not be included. SECTION 3. This ordinance shall sunset six months after the opening of the Haleki`i Street Extension for public use. Upon termination of the one-way restriction, the Haleki`i Street Extension extending four thousand feet eastbound from the Mamalahoa Bypass Highway will be closed to public traffic and will be available for emergency use only. SECTION 4. If any provision of this ordinance, or the application thereof to any person or circumstance, is held invalid, such invalidity shall not affect other provisions or applications of the ordinance which can be given effect without the invalid provision or application, and to this end, the provisions of this ordinance are declared to be severable. SECTION 5. This ordinance becomes effective after the new section of Haleki`i Street is dedicated and accepted by the County of Hawaii and properly posted with signage for one-way traffic restriction, and after the following mitigative measures are implemented and accepted by the County of Hawaii: A. Ali`i Drive in Keauhou area: I. Construct eight foot walking path on makai shoulder of Ali`i Drive between King Kamehameha III Road and Kaleiopapa Road. 2. Stripe left turn pockets and refuge lanes on Ali`i Drive at driveways and intersections between King Kamehameha III Road and Kaleiopapa Road. 3. Clear vegetation at intersection to improve sight distance. 4. Convert Ali`i Drive-Kaleiopapa Road intersection to a three-way stop. 5. Install speed limit SMART signs on Ali`i Drive to assist in speed enforcement. 6. Adjust signal timing and upgrade signal systems at the following intersections to improve efficiency: • Kuakini Highway-King Kamehameha III Road intersection. • Ali`i Drive-King Kamehameha III Road intersection. B. Haleki`i Street in Kealakekua area: 1. Install speed humps above Mamao Street and below Muli Street. 2. Construct raised or textured intersections with traffic circle at Mamao Street and Muli Street. 3. Install speed limit SMART signs in commercial and residential sections of Haleki`i Street. 4. Restrict truck traffic in the residential section of Haleki`i Street, Mamao Street, Muli Street, and Nape Street. 5. Adjust signal timing and upgrade system at Haleki`i Street and Mamalahoa Highway intersection. 6. Install pedestrian signal and mid-block crosswalk east of Mamao Street and west of Muli Street.
