Naeole Council Member SUBJECT: Suggestions for Grant-In-Aid Process This communication is to offer council members suggestions for how to undertake the upcoming grant-in-aid review process. As in past years, copies of signed and eligible applications received by the Department of Finance will be forwarded to all council members in the form of a spiral-bound booklet. All supporting (or pre-qualifying) documents such as financial statements, current audit, IRS Forms 990 and 501 (c) (3) tax-exempt verification, current liability insurance certificate, articles of incorporation and by-laws will be maintained in the Department of Finance, but shall be available for inspection. Publicly noticed site visits/interviews with eligible nonprofit applicants will be held on March 13 and 14, beginning at 8 a.m. in the Kona Council Office Conference Room, Kailua Trade Center, 75-5706 Hanarna Place, Suite 109, Kailua-Kona, Hawaii 96740 and March 27 and 28, beginning at 8 a.m. in the County of Hawaii Ben Franklin Building Conference Room, 333 Kilauea Avenue, Hilo, Hawaii 96720. As you are aware, while conducting the site visits/interviews, council members must comply with Chapter 92-2.5, Hawaii Revised Statutes. At our February 20, 2008 Human Services and Economic Development Committee meeting, we should decide which council members and staff will be comprised of a site visit/interview group. Pertinent information and findings gathered by the site visit/interview group along with recommendations for the committee's consideration should be assembled in a single communication to council members before the April 24, 2008 deadline in order to make the May 6, 2008 committee agenda. The agencies will not be appearing before the full council or committee. If you are not to serve on the site visit/interview group and you have questions or concerns regarding one or more of the agencies that have applied for grant-in-aid, you would still have the option of participating in the site visits and interviews. However, in order to comply with the Sunshine Law, I ask that you provide sufficient notice of your intent to be present at any interview or site visit held during the period of March 13, 2008 and March 28, 2008. 2
