Your Committee on Public Works & Intergovernmental Relations, to which was referred in
Communication 1016, regarding Bill 246, reports as follows:
Bi11245, transmitted by Director of Public Works, Bruce McClure, via Communication No. 1016,
dated February 1, 2008, amends Chapter 24, Article 10, Division 2, Section 24-264, Schedule 12 (Stop
intersections), subsection (c) South Hilo, of the Hawaii County Code 1983 (2005 Edition, as
amended), by adding Haili Street, Kapi`olani Street Intersection, All Approaches.
There was no testimony from the public on this proposed amendment.
Council Member Donald Ikeda stated he supports this proposed amendment to increase safety for
motorists and pedestrians in this area.
Mr. Ron Thiel, Traffic Divison Chief, appeared before your Committee and stated that currently the
Hawaii Police Department is directing traffic before and after school. According to accident and
crash information they have collected, public safety is at issue and request the Council to consider
favorably the proposed traffic code amendment.
Your Committee on Public Works and Intergovernmental Relations is in accord with the purpose and
intent of Bill 246, and recommends it pass first reading.
