REPORT OF THE <br /> COMMITTEE ON PLANNING <br /> DATE: February 20, 2008 Re: Comm. 1003/Resolution 529-08 <br /> PLACE: Sheraton Keauhou Bay Resort and Spa <br /> 78-128 Ehukai Street <br /> Kailua-Kona, Hawaii <br /> TIME: 2:30 p.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Planning, to which was referred Resolution 529-08, reports as follows: <br /> Resolution 529-08, transmitted via Communication 1003 from Council Member K. Angel <br /> Pilago, dated February 6, ZOOS, transmitting a resolution amending Resolution 16-07, Draft 2, by <br /> further extending the temporary delay of Council action on rezoning applications in the Districts <br /> of North and South Kona until the North and South Kona Community Development Plan is <br /> adopted by ordinance, or December 1, 2008, whichever shall occur first. <br /> Resolution 529-08 states that Resolution 16-07, Draft 2, duly adopted by the County Council on <br /> January 4, 2007, temporarily delayed Council action on rezoning applications in the District of <br /> North and South Kona until the North and South Kona Community Development Plan is adopted <br /> by Ordinance, or September 1, 2007. <br /> Resolution 529-08 further states that Resolution 320-07, duly adopted by the County Council on <br /> September 6, 2007, proposed a single amendment to Resolution 16-07, Draft 2, and extended the <br /> temporary delay of Council action on rezoning applications in the Districts of North and South <br /> Kona until the North and South Kona Community Development Plan is adopted by ordinance, or <br /> March 2008, whichever shall occur first. <br /> <br /> Resolution 529-08 states that although Resolution 16-07, Draft 2, included a provision that <br /> would allow for extensions of time in increments of not more than six (6) months each, <br /> development of such plans have shown to necessitate a longer period of time. Therefore, <br /> Resolution 529-08 proposes a further singular amendment to Resolution 16-07, Draft 2, <br /> providing for anine-month extension of time for the temporary delay of Council action on <br /> rezoning applications in the Districts of North and South Kona until the North and South Kona <br /> Community Development Plan is adopted by ordinance, or December 1, 2008, whichever shall <br /> occur first. <br /> At the February 20, 2008 Planning Committee meeting, testimony in support was presented by <br /> <br /> Mr. Curtis Tyler who noted that this was the right thing to do.
