The proposed Construction Equipment Mechanic position is needed in the Kohala District to take care of the increase in construction equipment to service in that area. The Lubrication Worker position, which is to be abolished, is no longer needed as it can only perform lubrication work; when the greater need is to perform repairs and servicing the equipment. Enclosed is a resolution creating a Construction Equipment Mechanic position and abolishing a Lubrication Worker position within the Department of Public Works. Give reasons how new duties arose (statutes enacted, ordinances, newly authorized programs, basis for increased workloads, etc.): Due to the increase in construction equipment to service in the Kohala district, we are requesting a new Construction Equipment Mechanic position in the Kohala district. 2. Can new duties be assigned to existing positions or handled in other way such as short term contracts, etc. No, the existing positions have been accumulating overtime to handle the extra work and we anticipate the need for this new position long-term. 3. How will new position increase the efficiency/effectiveness of operations? (Use productivity measurements where possible.): By creating this new Construction Equipment Mechanic (CEM) position, the Automotive Division in Kohala will be able to service more construction equipment in a timelier fashion. (Have technological changes been considered?) After analyzing other options, we found no feasible alternatives that we could come up with without sacrificing other much needed resources. 5. Why were manpower needs not planned through budgetary process? We didn't see the need at the time. However, there is enough funds to cover the difference in pay since the Automotive Division had an unfilled vacancy for the first part of this fiscal year. 6. Inspects, removes, repairs or overhauls and replaces major units including transmissions, steering units, differentials, front and rear axles, hydraulic pumps and cylinders, etc. Removes, repairs and replaces various work or damaged parts such as motor mounts, fuel pumps and lines, hydraulic hoses, wheel bearings, oil seals, valve tappets and rocker arms, cylinder heads, gaskets, etc. Fabricates and installs required safety features or modifies equipment to safety standards as needed. Lubricates and services vehicles and equipment as assigned. Inspects replacement parts and submits requests for supplies, parts and materials needed in making repairs. Reviews work upon completion. Inspects and makes required adjustments and road tests all equipment. Performs safetyinspections on vehicles and light trucks and performs PUC (D.O.T. to Dept. of Transportation) inspections on heavy vehicles, refuse trailers, lowbeds, stationary compacting units and other necessary equipment. Performs welding work in connection with repair work. Responsible for maintaining records and inventory of materials, tools, supplies and equipment assigned to employee. Uses tools and equipment such as head light testers, toe-in-tae-out gauges, scan tool testers, torque wrenches, arc and gas welding 80% tools, hydraulic power presses, automotive and heavy equipment repair tools, etc. (1, 2, 3) 2. Ability to: diagnose and adjust mechanic defects in diesel and gasoline engines; repair and overhaul various parts of a variety of construction equipment; read and interpret various manufactures' manual in performing work; operate motorized equipment; perform heavy manual work and lifting; understand and follow written and oral instructions.
