Re: Operating Budget
The U.S. Department of Justice is providing a $ 282,000 Domestic Cannabis Eradication
Suppression Program (DCE/SP) grant towards the Hawai'i County Police Department's
Marijuana Eradication program. The grant funds will be used to purchase equipment to
enhance safety issues during operations/investigations; to compensate for overtime
incurred during marijuana related operations & investigations; to pay for helicopters
service costs; and to cover travel expenses for attending training workshops and
seminars.
Enclosed is a resolution to authorize the Mayor to enter into an agreement with the U.S.
Department of Justice for this grant.
Also, enclosed is a bill for an ordinance amending the Operating Budget by
appropriating the funds into the Marijuana Eradication account.

A. REQUEST:
To appropriate $282,000.00 under Domestic Cannabis Eradication Suppression Program (Marijuana
Eradication) Grant, account number 010.201.5219.31.
To enter into a contract with the U.S Department of Justice Drug Enforcement Administration under the
Marijuana Eradication Grant.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The US Department of Justice is providing funds under the Domestic Cannabis Eradication Suppression
Program grant. These funds will be used to replace/update necessary equipment used by personnel which
will enhance safety issues during operations/investigations. Funds will be used to pay for helicopters service
costs incurred during eradication, suppression and investigation efforts to address the cultivation and
trafficking of the controlled substances.
The funds will also be used to cover travel expenses to allow personnel to attend training workshops and
seminars, to learn new trends and new investigative techniques and participate in marijuana eradications
and investigations.
Funds will also assist in overtime costs incurred during marijuana eradication and/or investigation operations.
This includes assisting other county police departments and other enforcement agencies.
Police have often noticed that marijuana is almost always recovered during investigations involving "ice",
cocaine or other "hard drugs." It is apparent that marijuana is still being used in conjuction with other types
of drugs.
Police have also experienced an increase in weapon recoveries at large-scale marijuana operations. A lot of
weapons recovered are found to be loaded and are illegal type weapons.
