Re: Operating Budget w
On February 21, 2008, the County Council adopted Resolution No. 536-08 which transferred
$20,000 from the Clerk-Council Services Contingency Relief account to the General Fund's
Transfer to the Housing Fund. These funds, from Council District 4, will be given to the Island of
Hawai'i YMCA for its Homeless Children's Program.
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating $20,000 into
the YMCA - Homeless Children's Program account.
Since the monies have already been approved for transfer to the Housing Fund, the Office of
Housing and Community Development would like to request a waiver from the Finance
Committee and have this bill heard at the Council meeting scheduled for March 25, 2008.
If there are any questions, please do not hesitate to call the Office of Housing and Community
Development.

A. REQUEST:
Amend Ordinance 07-82, the Operating Budget, to appropriate funds that were transferred, by resolution,
from the Council contingency relief funds to the Housing Fund. The bill is needed to appropriate the funds
from the Housing fund to the proper expenditure account.
$20,000.00 for the YMCA Homeless Children's Program (Island of Hawai'i, YMCA) - 152.461.5466.41-115
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Resolution 536-08, adopted on 2/21/08, transferred $20,000.00 out of the General Fund's Council District 4
Contingency Relief account to the Housing Fund. The OHCD now needs to amend Ord 07-82. This action
will appropriate the funds into an account so the OHCD can contract and expend the funds to the Island of
Hawaii YMCA-YMCA Homeless Children's Program.
Since the Resolution was approved by the Council , the OHCD requests a waiver from Finance Committee
and to have this bill heard at the next Council meeting scheduled for March 25, 2008.

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
