Re: Capital Budget

Enclosed is a bill for an ordinance adding the Bridge Repairs - Islandwide Project for
$500,000 to this fiscal year's Capital Budget. The Department of Public Works proposes to
use this appropriation for existing bridges (islandwide) as they are identified needing repairs
and maintenance to make it safer to the motorist and the general public.
To expedite this project, the Department of Public Works is requesting a waiver from the
Finance Committee and to have this bill heard at the next Council meeting scheduled for
March 25, 2008.
If there are any questions, please do not hesitate to call the Department of Public Works.

A. REQUEST:
Amend Ordinance 07-83, the Capital Budget by adding an appropriation for:
Bridge Repairs - Islandwide $ 500,000.00
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Department of Public Works proposes to use this appropriation for existing bridges (islandwide) as they are
identified needing repairs and maintenance to make it safer to the motorist and the general public.
The department requests that this Ordinance be waived from the Committee on Finance so that it will proceed
for Council's approval by April 9'". A concurrent resolution for partial funding is pending approval and the
department wishes to proceed with the needed bridge repairs.

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
