I respectfully request the Council's favorable action on this resolution. Gwacheon City would be the first new foreign sister city for the County of Hawai'i during my two terms in office. It also would be our first sister city in Korea. I have worked with the Korean Consulate to select a suitable partner for us, and the local Korean community has indicated strong support. Therefore, I believe that Gwacheon City would be a very positive addition to our sister city program. At my request, Andrew Levin, the County of Hawai'i Protocol Officer, signed a Letter of Intent to establish this sister city, as did the Director of the Division of General Business for Gwacheon City. However, Article 31 of the Hawai'i County Code requires the adoption of a council resolution for the actual establishment of a sister city relationship. I will be traveling to Korea in the second half of April, and would hope to carry your approved resolution with me at that time. I therefore ask that the resolution be dealt with expeditiously, perhaps waived from committee if you feel that is appropriate and if it is necessary to meet a mid-April deadline. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter placed onto the next Council agenda for review. However, in the event this request is denied, for whatever reason, I understand the matter shall be referred to the Committee on Public Works & Intergovernmental Relations for placement on its future agenda.
