RESOLUTION NO. 572 08
A RESOLUTION APPROVING THE ESTABLISHMENT OF A SISTER-CITY
RELATIONSHIP BETWEEN GWACHEON CITY, KOREA AND THE COUNTY
OF HAWAII, AND AUTHORIZING THE MAYOR OF THE COUNTY OF
HAWAII TO ENTER INTO A FORMAL SIGNED AGREEMENT.
WHEREAS, the Mayor of the County of Hawaii and the Hawaii County
Council have jointly promoted aSister-City program to foster friendship and
understanding among all of the world, particularly those in the Pacific Basin; and
WHEREAS, the Sister-City program benefits the people of the affiliated cities
through the exchange of cultural exhibits, educational programs, agricultural pursuits,
information relative to economic development of mutual interest, and other matters of
common interst; and
WHEREAS, contact has been made between officials of the government of
Gwacheon City, Korea, and the County of Hawaii to discuss the establishment of a
Sister-City relationship between Gwacheon City, Korea and the County of Hawaii; and
WHEREAS, Gwacheon City, Korea and the County of Hawaii share
similarities, as Gwacheon City is a small city adjacent to Seoul, Korea, with a population
of approximately 70,000 people. It is the seat of eleven central government ministries
and offices and a major cultural and tourist destination. The Mayor of Gwacheon City,
In-Kook Yeo, describes Gwacheon City as the "most pleasant city to live in, blessed with
a natural environment surrounded by Mt. Gwanaksan and Mt. Cheonggyesan, and with a
high level of consciousness among citizens and the highest degree of financial
independence across the nation;" and
WHEREAS, the County of Hawai' i, Island of Hawai' i, would be pleased and
honored to be affiliated with Gwacheon City, Korea as a Sister-City.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
COUNTY OF HAWAII that aSister-City program be established between the County
of Hawaii and the good people of Gwacheon City, Korea; and
BE IT FURTHER RESOLVED that the mayors of Gwacheon City, Korea and
the County of Hawai' i are hereby requested to execute the documents necessary to put
into effect this relationship.
BE IT FINALLY RESOLVED that the County Clerk transmit copies of this
resolution to Mayor Harry Kim, the Mayor of Gwacheon City, Korea, and to Andrew
Levin, Protocol Officer.
