SUBJECT: Resolution Transferring Contingency Funds (Council District 7)
Contingency Relief funds from Council District 7 will be appropriated to the Office of the
Prosecuting Attorney to provide Big Island Substance Abuse Council (BISAC) funds for their
Baby Substance Abuse Free Environment (Baby S.A.F.E.) program.
Enclosed is a resolution authorizing the transfer of funds ($3,000) from the Clerk-Council SVC-
Contingency Relief account to the following account and project:

RE: Resolution No. 580-08 : Transferring Contingency Funds from District 7 to
the Prosecuting Attorney for Big Island Substance Abuse Council (BISAC), Baby Substance
Abuse Free Environment (Baby S.A.F.E.) to provide financial assistance.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai'i, this written request is submitted with my approval that the above-referenced matter be
waived from the Finance Committee to the full Council for immediate action. In reviewing this
matter, timely approval is crucial. It is therefore advantageous that approval is granted and the
matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Finance Committee
for placement on its future agenda.
