Dear Chairman Hoffmann and Council Members:
It is my pleasure to nominate Steven G. Pavao of Council District 2 to the County of
Hawai'i Environmental Management Commission. Mr. Pavao is a 50-year resident of
Hawai'i. He is presently the Program Director of Hale Kipa. From 2001 to 2006,
Mr. Pavao was the Executive Director of the Boys and Girls Club of Hilo.
Mr. Pavao is the past president of the Haili Christian School PTA and the Hilo
Intermediate Band Boosters, and he is the past chair of the Tobacco-Free Big Island
Committee. He states that he is a Democrat. If confirmed, he will serve the remainder
of a term that ends on December 31, 2010, replacing Robert E. Cooper, who resigned.

Communication No. 1082: A communication nominating Steven G. Pavao of Council
District 2, to the County of Hawaii Environmental Management Commission.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai'i, this written request is submitted with my approval that the above-referenced matter be
waived from the Environmental Management Committee to the full Council for immediate
action. In reviewing this matter, timely approval is crucial. It is therefore advantageous that
approval is granted and the matter placed onto the next Council agenda for review. However, in
the event this request is denied, for whatever reason, I understand the matter shall be referred to
the Environmental Management Committee for placement on its future agenda.
