RESOLUTION CREATING A PROGRAM MANAGER POSITION FOR THE OFFICE
OF THE PROSECUTING ATTORNEY
WHEREAS, on September 19, 2007, the County Council adopted Resolution 303-07,
requesting the Mayor to create a Community Violence Coordinator Position for the Office of the
Prosecuting Attorney; and
WHEREAS, the Hawaii County Council is committed to addressing the domestic violence
problem; and
WHEREAS, the Office of the Prosecuting Attorney and the Hawaii Police Department both
agree that for this county to effectively respond to its domestic violence problem, a permanent, full-
time coordinator must be in place; and
WHEREAS, a new generic class specification for the "Program Manager" position has been
established by the Department of Human Resources and states that this position is located at the
departmental or division level, with responsibility to oversee and/or to plan, develop, implement,
and evaluate activities for one or more of the department's programs; and
WHEREAS, creating a Program Manager, SR-24, position specifically for the community
violence program within the Office of the Prosecuting Attorney, would ensure that all agencies,
government and non-government, that respond to domestic violence, create a strategic response
to the problem; and
WHEREAS, funding for this position will initially come from the Clerk Council Services -
Council Contingency Relief account and then be included in future operating budgets; and

WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County Charter states that the Mayor
has the power to "Create positions...fortyhich appropriations have been made by the council...".
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that a Program Manager, SR-24, position be created for the Office of the Prosecuting Attorney.
BE IT FURTHER RESOLVED that there should be sufficient funds in the Office of the
Prosecuting Attorney's Regular Salaries and Wages account (010.271.5271.01.011).
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted to the
Departments of Finance, Human Resources, and Office of the Prosecuting Attorney.
