COUNTY OF HAWAII STATE OF HAWAII <br /> RESOLUTION NO. 530 08 <br /> (DRAFT 3) <br /> <br /> RESOLUTION AUTHORIZING THE EXEl~TION OF CERTAIN CODE <br /> <br /> REQUIREMENTS, PURSUANT TO SECTIONS 201H-38 AND 201H-44 OF THE <br /> HAWAII REVISED STATUTES FOR THE PROPOSED WEST HAWAI I EMERGENCY <br /> HOUSING PROGRAM IN KAILUA-KONA <br /> WHEREAS, the Office of Housing and Community Development <br /> ("OHCD") has made several attempts to develop an emergency <br /> housing program in West Hawaii over a period of more than 20 <br /> years; and <br /> WHEREAS, the OHCD now wishes to construct an emergency <br /> housing program for homeless individuals on County-owned land in <br /> Kailua-Kona, Hawai i, identified as tax map key 3/7-4-010: <br /> portion of 020, to provide decent, safe and sanitary emergency <br /> housing and supportive services to qualified homeless <br /> individuals in the County of Hawaii ("County"); and <br /> WHEREAS, the OHCD has secured funding for the planning, <br /> design and construction of the Program from the U.S. Department <br /> of Housing and Urban Development ($819,113), State ($500,000), <br /> and County ($500,000), totaling $1,819,113; and <br /> WHEREAS, the Program will serve as the initial component of <br /> the housing continuum in assisting homeless individuals secure <br /> transitional and/or permanent housing; and <br /> WHEREAS, the proposed West Hawai i Emergency Housing <br /> Program ("Program") will function in collaboration with The <br /> Friendly Place (daytime service center) and the future Kaloko <br /> Housing Program (transitional and permanent housing program); <br /> and <br /> WHEREAS, the Program will be in close proximity to <br /> supportive services, employment, educational and other essential <br /> resources; and <br /> <br />
