Section 3-17 is proposed to be repealed, and then reinserted completely intact as a new chapter within article III. This proposal is in line with reorganizing article III of the Charter into chapters for the purpose of creating a chapter that would include provisions for the proposed Office of Police Oversight and Complaints. I recognize that there is potential that this effort to reorganize article III into chapters may lead to a misunderstanding of the intent of this bill, and therefore believe it is critical to affirm that Bill 270 does not propose to amend the current provisions for the County Reapportionment Commission in any way shape or form.
