RE: Clarification of Proposed Amendments to Article III, Hawaii County Charter 2000 (2006
Edition), Relating to the Establishment of an Office of Police Oversight and Complaints
It is important to clarify, prior to introduction at the committee level, that Bill 270, which proposes to amend the
Hawaii County Charter by establishing an Office of Police Oversight and Complaints, does not propose in any
way to amend current provisions for Charter section 3-17, County Reapportionment Commission.
Section 3-17 is proposed to be repealed, and then reinserted completely intact as a new chapter within article III.
This proposal is in line with reorganizing article III of the Charter into chapters for the purpose of creating a
chapter that would include provisions for the proposed Office of Police Oversight and Complaints.
I recognize that there is potential that this effort to reorganize article III into chapters may lead to a
misunderstanding of the intent of this bill, and therefore believe it is critical to affirm that Bill 270 does not
propose to amend the current provisions for the County Reapportionment Commission in any way shape or
form.
