A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT(S)
WHEREAS, the Waikoloa Village Outdoor Circle (WVOC) is one of 13 branches of a
unique, Hawaii-based, nonprofit organization, The Outdoor Circle, dedicated to "keeping
Hawaii clean, green and beautiful"; and
WHEREAS, the WVOC has established acommunity-based forest stewardship plan (the
Waikoloa Dry Forest Recovery Project - WDFRP) to protect and preserve 275 acres of lowland
dry forest containing extremely rare plants and federally designated endangered tree species, all
of which played significant roles in the everyday activities and cultural practices of native
Hawaiians; and
WHEREAS, these dry forest land areas are home to rare and endangered species such as
the `wiliwili' tree -whose blossom is the Waikoloa Village logo - or the `uhiuhi' tree; and
WHEREAS, the WDFRP will help protect this land of the endangered trees through
public and visitor education and thus support programs that preserve our natural and cultural
resources and promote economic growth and quality experiences for visitors; and
WHEREAS, the WDFRP has requested $10,000 from District 9 to initiate public
outreach work (e.g. seminars, guided tours, brochures focusing on educating the public in
science and environmental protection and traditional cultural practices related to Hawai`i's
native plant species); and
WHEREAS, the WVOC, a 501(c)(3)nnn-profit organization will act as fiscal sponsor
for the Waikoloa Dry Forest Recovery Project; and
WHEREAS, Contingency Relief funds from Council District 9 will be appropriated to
the Department of Research and Development, to be used to fund the overall implementation and
development of the WDRFP; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount be and is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this
resolution to the Director of Research and Development and the Director of Finance and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of the resolution.
