RESOLUTION NO. 591 OS
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT(S).
WHEREAS, the extension of La`aloa Avenue to Kuakini Highway provides a new
mauka-makai connector in Kailua-Kona (included in the project will be traffic calming measures
as determined by a community based Advisory Group); and
WHEREAS, many drivers, including area residents, are currently driving much faster
than the designated speed limit of 25 miles per hour, in fact, exceeding 45 miles per hour or
greater; and
WHEREAS, one of the greatest concerns arising from the community discussions is the
excessive speeding and the need for traffic calming devices such as speed humps to keep the
traffic to a speed of 25 miles per hour along La`aloa Avenue; and
WHEREAS, safety concerns and traffic calming devices are based on the expected
increase in volume and speed of the traffic when La`aloa Avenue is connected to Kuakini
Highway; and
WHEREAS, the construction of six (6) sinusoidal speed bumps will calm traffic and
reduce speed; and
WHEREAS, Contingency Relief funds from Council District 7 will be appropriated to
the Department of Public Works to financially assist the La`aloa Extension Mitigation project
with six (6) sinusoidal speed bumps to provide safety measures for the community; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE I'T FINALLY IaESOLVED that the County Clerk shall forward a copy of this
resolution to the Director of Public Works and the Director of Finance and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
