SUBJECT: Amendment to Ordinance No. 07-83, as amended, Relating to
Public Improvements and Financing thereof for Fiscal Year
July 1, 2007 to June 30, 2008 (Kino`ole/Kamana Intersection Improvements)
Enclosed is a bill for an ordinance amending Ordinance No. 07-83, as amended, the Public
Improvements and Financing Budget, which appropriates $350,000 for Kino`ole Street/Kamana
Street Intersection improvements in District 2. The source of funds will partially be provided
from the District 2 Contingency Relief fund.
Improvements may include the following:
1. Pedestrian Crossing Signal
2. Improved curb access
3. Traffic calming devices
4. Other necessary and appropriate improvements
Also, enclosed is a Contingency Relief Transfer Resolution which appropriates $150,000 to the
Department of Public Works to partially bring this project to fruition.

RE: Resolution No. 592-08 Transfer of Contingency Relief Funds from District 2
to Provide Funding Towards Kinoole/Kamana Intersection Improvements; and Bill 278
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Finance Committee to the full Council for immediate action. In reviewing this
matter, timely approval is crucial. It is therefore advantageous that approval is granted and the
matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Finance Committee
for placement on its future agenda.
