Dear Sir:
My name is Gerna Hanu Manuia Benz and I represent Mr. Carlos Benitez, President of DGI
International a leading corporation in the processing of Municipal Solid Waste.
Our representative's Mr. Larry Chung of Hilo, Hawaii and Mr. Rothwell Naeole of Honolulu have
submitted copies of our Executive Summary documents to the testimonial meetings which are to
be held in Kona, Hawaii this date. In support to these testimonials I am also forwarding a copy of
the FRRP Highlights for your review.
The goals of DGI International and our Hawaiia associates are to assist in eliminating the large
solid waste problem currently in our Hawaii-nei. As a native Hawaiian, born and raised on the
beautiful island of Maui and like my many brothers and family members we are deeply concerned
on the increasing accumulation of solid and industrial waste in each of our islands.
DGI International, as stated in the attached highlight and summary is immediately available to
discuss a solution and long term program for eliminating all of the solid waste problems affecting
our islands. Please review the attached document and feel free to contact me directly in furthering
an open idea of how we may be able to assist you and your local communities.
Our major and immediate goals would be to; 1) Review all municipal waste of the city, county and
island, 2) Respond within two weeks on a proposal to safely and effectively remove the municipal
solid waste to include hazardous and medical waste and finally 3) Sit with the city and county
officials to implement a time schedule and operational program. Our FRRP, Floating Resource
Recovery Plant is built specifically for the needs of Hawaii . We are able to efficiently process 1000
tons of Municipal Solid Waste each day and producing 25 Megawatts of electricity per hour and
1,350,000 gallons of potable pure water each day.
I and my associates in Oahu and Hawaii are available to you for any further support or assistance
as may be required in efficiently and safely eliminating Hawaii 's solid waste problem.

Highlights of the Floating Resource Recovery System (FRRP)
1. The System uses one of the most widely installed technology in over 352 plants worldwide
including Europe, United States and Japan, where 50°/B of the plants are located under a license
agreement with Hitachi. Meeting the environmental standards of the European Union, United
States and Japan.
2. Under the leadership of Litton Ship Systems, together with Kvaerner Masa Marine of
Vancouver, British Columbia, Canada and VonRoll Inova of Zurich, Switzerland, the FRRPs
were designed as a state-of-the-art waste to energy plants for a 40+ years of reliable, efficient,
and environmentally sound operation. The plants will be built to the latest safety requirements
including the hull, which will be of steel and will have a double bottom. These plants will be
able to withstand major hurricane forces.
3. Ingalls Shipbuilding, VonRoll Inova and Foster Wheeler among others are available to provide
up to full life cycle maintenance of the FRRP or support the designed maintenance company.
The plants will be built to the standards of American Bureau of Shipbuilding (ABS), the hull
and related primary systems will be classed in accordance with the 1991 ABS Steel Barge
Rules.
4. These plants are designed to operate at over 1100° C, allowing for the safe processing of tires
and medical waste in addition to the regular municipal and industrial waste.
5. Each plant will be capable of processing 960 tons of waste per day (seven days per week),
produce 25 Megawatts of electricity for We and about 1 million gallons of potable water per
day.
6. The Plants will be located on suitable ports where access roads are available and the
interference with local neighborhoods will me minimized, the plants dimensions are: Length
134.0 in., Breadth 46.8 in., Depth 10.8 m, Draft (full load) 4.2 in.
