TESTIMONY IN SUPPORT OF BRENDA FORD'S AMENDMENT
We support the Keauhou Outreach Group Traffic Committee's conclusions reached after
years of study and we support Resolution 31106. Further more, we believe that all the
measures listed in the resolution must be implemented before the Hokulia bypass is
opened to the commuting public. Most important of these is that traffic calming devices,
physical barriers, such as serpentines, chokers and speed tables be installed for the safety
of local residents who must enter onto Ali. These physical barriers are present 24 hours
a day in all weather and definitely more effective than signs and occasional police
presence.
Serpentines are used effectively and commonly in Europe where highways pass through
towns, slowing the highway traffic to approximately 30 MPH through the town. This is
accomplished without bumps, noise, pollution, and without the need for continual police
presence.
