RESOLUTION NO. 593 138
A RESOLUTION TO FOSTER EFFECTIVE WATER MANAGEMENT PRACTICES
THAT REDUCE USE OF ELECTRICAL ENERGY AND POTABLE WATER
THROUGH SUPPLY SYSTEM OPTIMIZATION.
WHEREAS, the Hawaii County Council acknowledges that County government should
lead by example in the effort to reduce Hawaii Island's dependence on fossil fuels and other
imported resources for electrical energy; and
WHEREAS, according to the Hawaii County Energy Sustainability Plan, dated October
3, 2007, the Department of Water Supply (DWS) is the largest consumer of electrical energy on
the island, consuming five percent of total energy used; and
WHEREAS, with most of the County's water supply coming from ground water that
requires extensive pumping, Hawaii Island water usage is directly linked to energy use; and
WHEREAS, the Hawaii County Energy Sustainability Plan identified five areas of
improvement for the DWS, which are as follows:
1. Repair the most extensive leaks in the water system;
2. Create a water conservation policy;
3. Develop more storage capacity to prevent the need for peak pumping;
4. Institute a pump system maintenance and efficiency program; and
5. Install generating pressure reducing valves to capture energy from the pressure in
the water system that must be reduced before distribution to customers; and
WHEREAS, the DWS requires conservation of its customers only during events such as
droughts, equipment malfunctions, or storage problems, and to date has not activated a specific,
non-crisis/day-to-day water conservation policy; and
WHEREAS, the county can realize both financial savings and a countywide reduction in
the use of fossil fuel and potable water via the implementation of the five recommendations in
the Hawaii County Energy Sustainability Plan by the DWS; and
WHEREAS, practices and policies which promote supply system optimization will
benefit everyone in the county by decreasing the total use of potable water and fossil fuel; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
DWS continue to detect and fix leaks in its island-wide system, so that losses in pumped
groundwater decrease from 12% in 2007 to a maximum of 10% by 2009; a percentage which the
American Water Works Association, anon-profit scientific organization dedicated to water
supply issues, considers to be an acceptable threshold for system losses.
BE IT FURTHER RESOLVED that the DWS seek out ways to increase energy
efficiency in its water pumping and delivery systems, such as developing an ongoing pump
system maintenance program and replacing aged inefficient pumps with modem efficient pumps.
BE IT FURTHER RESOLVED that the DWS seek out ways to use distributed and
renewable energy generation to pump and transmit water within its system, through micro-
hydroelectric generation and dedicated photovoltaic modules installed at appropriate sites.
BE IT FURTHER RESOLVED that the DWS and the county administration draft a
comprehensive water conservation policy, to include encouragement of ongoing practices to
reduce water and energy demand within the county on a day-to-day basis, such as rainwater
harvesting on large commercial properties, installing water re-use systems, and rewarding water
efficiency through pricing incentives.
BE IT FURTHER RESOLVED that the mayor present the draft comprehensive water
conservation policy to the council by May 1, 2009.
BE IT FINALLY RESOLVED, that the County Clerk shall forward certified copies of
this resolution to the Honorable Mayor Harry Kim and to the Director of the Department of
Water Supply.
