Ford, Council Member ~n RE: Transmittal of Proposed Amendments to Bill 235, Draft 2, Relating to Ameang Ordinance No. 96-7 by Amending the Portion of Condition MA Relating to the Construction of a Barricade or Breakaway Gate to Prevent the Use of Haleki`i Street as a Vehicular Thoroughfare Prior to the Opening of the Entire Mamalahoa Bypass (further amending Communication No. 997.10) Per deliberative discussion regarding proposed amendments to Bill 235, Draft 2, as outlined in Communication No. 997. 10, I would like to propose to further amend Communication No. 997. 10, specifically what is referred to as Condition MA.b.3, to read as follows: "[e:] (3) [eenverT] Convert Ali`i Drive-Kaleiopapa [Head] Street intersection to a three-way [sig" light] stop and clear vegetation to improve sight distance, with a special duty police officer during any hours that the Haleki`i Street Extension is open to the Mamalahoa Highway. The three-way stop shall be replaced with a traffic signal light: A. prior to the full opening of the Mamalahoa Highway Bypass to Napo`opo`o; or B. if the usage of Haleki`i Street Extension to the Mamalahoa Highway by the general public is permitted for more than the three-hour period authorized by Condition MA&; The proposed amendment is bolded for emphasis and in Ramseyer format with respect to Draft 2 of Bill 235. It is meant to work in conjunction with proposed amendments contained in Communication No. 997.10. Thank you. BJF An.
