RE: Transmittal of Proposed Amendments to Bill 236, Draft 2, Relating to A-mendiag
Ordinance No. 96-8 by Amending the Portion of Condition LA Relating to the-°'
Construction of a Barricade or Breakaway Gate to Prevent the Use of Haleki`i Street as a
Vehicular Thoroughfare Prior to the Opening of the Entire Mamalahoa Bypass (further
amending Communication No. 997.11)
Per deliberative discussion regarding proposed amendments to Bill 236, Draft 2, as outlined in
Communication No. 997.11, I would like to propose to further amend Communication No. 997.1 1,
specifically what is referred to as Condition LA.b.3, to read as follows:
"le-.1 Q [eonvert] Convert Ali`i Drive-Kaleiopapa [Road] Street intersection to a three-way [ 1
light] stop and clear vegetation to improve sight distance, with a special duty police officer during
any hours that the Haleki`i Street Extension is open to the Mamalahoa Highway. The three-way
stop shall be replaced with a traffic signal light:
A. prior to the full opening of the Manaalahoa Highway Bypass to NapWopo`o; or
B. if the usage of Haleki`i Street Extension to the Mamalahoa Highway by the general
ublic is ermitted for more than the three-hour period authorized b Condition

The proposed amendment is bolded for emphasis and in Ramseyer format with respect to Draft 2 of Bill
236. It is meant to work in conjunction with proposed amendments contained in Communication No.
997.11.
