STATE OF HAWAII 606 08 RESOLUTION CREATING A LEGAL ASSISTANT II (TEMPORARY) POSITION FOR THE OFFICE OF THE PROSECUTING ATTORNEY WHEREAS, the Big Island Drug Court (BIDC) is a collaborative effort of judiciary, probation, prosecutors, public defenders and treatment providers to help address societal problems related to substance abuse by providing timely and effective treatment for drug offenders with appropriate sanctions and incentives; and WHEREAS, the County of Hawai`i's Office of the Prosecuting Attorney had applied for and received a grant from the U.S. Department of Justice, Office of Community Oriented Policing Services (COPS) program, to improve the Drug Court's efforts to more effectively intervene and engage the methamphetamine offender in a timely manner; and WHEREAS, on November 20, 2007, the County Council adopted Resolution No. 392-07, authorizing the Mayor to enter into an agreement with the U.S. Department of Justice to accept the grant; and WHEREAS, to improve the efforts in Drug Court and as noted in the Office of the Prosecuting Attorney's executive summary and project description, the grant will fund the creation of one (1) paralegal position for the Office of the Prosecuting Attorney; and WHEREAS, these funds will be used to hire a Legal Assistant II (Temporary), SR-20, position to coordinate law enforcement efforts by streamlining the flow of communication and information sharing between agencies such as the Police, Prosecutors, Public Defenders, private attorneys, Probation, the Courts, treatment providers, Department of Health, mental health providers, and other agencies; and WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County Charter states that the Mayor has the power to "Create positions...fortyhich appropriations have been made by the council...". NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that a Legal Assistant II (Temporary), SR-20, position be created. BE IT FURTHER RESOLVED that funding for this position was made available through the U.S. Department of Justice, Office of Community Oriented Policing Services (COPS) Methamphetamine Initiative Grant. BE IT FURTHER RESOLVED that a copy of this resolution be transmitted to the Departments of Finance and Human Resources, and the Office of the Prosecuting Attorney.
