RESOLUTION CREATING A CLERK III POSITION FOR THE DEPARTMENT OF
PUBLIC WORKS
WHEREAS, the bridge scour inspection program is a new requirement mandated by the
U.S. Department of Transportation, Federal Highway Administration and enforced by the State
Department of Transportation; and
WHEREAS, the bridge inspection program requires that an inspection be done every two
years; and
WHEREAS, currently there are 127 bridges included in the program, with others to be
added; and
WHEREAS, noncompliance could lead to the suspension of Federal-aid highway funds; and
WHEREAS, the creation of a Clerk III, SR-10, position to assist in establishing, researching,
compiling and maintaining bridge inspections and the bridge scour inspections programs will
enable the department to comply with State and Federal mandates; and
WHEREAS, there are monies available in the Department of Public Works Administration
Regular Salaries and Wages account, 010.173.5173.01.011, to fund this position; and
WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County Charter states that the Mayor
has the power to "Create positions...fortyhich appropriations have been made by the council...".
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that a Clerk III, SR-10, position be created in the Department of Public Works.
BE IT FURTHER RESOLVED that there are monies available in the Department of Public
Works Administration Regular Salaries and Wages account, 010.173.5173.01.011, to fund this
position.
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted to the
Departments of Finance, Human Resources, and Public Works.
