Re: Operating Budget
The State of Hawai'i Department of the Attorney General's Crime Prevention and Justice
Assistance Division has authorized a $100,892 Evidence Specialist Pilot Program Grant
to the Hawai'i County Police Department. The objective of this program is to increase the
quality of crime scene investigations and to enhance current law enforcement capabilities.
The grant will be used to fund two (2) evidence specialist positions and used towards
training, travel, uniforms, and equipment. In the current fiscal year's operating budget,
there are two unfunded evidence specialist temporary positions (00-04213 & 00-4214).
These positions, created a few years ago under a different grant, will now be funded
under this program.
Enclosed is a resolution to authorize the Mayor to enter into an agreement with the State of
Hawai'i Department of the Attorney General for this grant.
Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating this
$100,892 Evidence Specialist Pilot Program Grant.

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The State Department of the Attorney General Crime Prevention and Justice Assistance Division is providing
a grant to increase the quality of crime scene investigations and enhance current law enforcement
capabilities by funding two evidence specialist positions. These positions were created for a previous grant
but are unfunded in the current budget. These two evidence specialist will be trained in the latest techniques
of crime scene investigations, evidence recovery, processing and preserving, and latent print
development/recovery. This grant includes travel to attend training, battle dress uniform (BDU) for the
specialists and equipment such as computers & lockers.
