Re: Operating Budget
The Hawai'i County Police Department has an inter-governmental agreement with the State of
Hawai'i Wireless Enhanced 911 Board for them to cover the costs for planning, testing, and
deployment of the Phase I and II wireless enhanced 911 service. One of the costs covered
under this agreement is the department's contract with Akimeka, LLC to serve as their
Wireless 911 Project Manager. The contract term with this vendor is for one year (May 1,
2007 - April 30, 2008) with the option of another year (May 1, 2008 - April 30, 2009) at the
County's sole discretion. The department is requesting the additional appropriation of
$415,290.55 to cover the amount needed to execute the option year of this contract.
Enclosed is a bill for an ordinance amending the Operating Budget by increasing the
Wireless E911 Fees account by $415,290.55.
Due to the urgency of this matter, the Police Department would like to request a waiver
from the Finance Committee and to have this bill heard at the next Council meeting
scheduled for April 22, 2008.

A. REQUEST:
To appropriate an additional $415,290.55 under "Wireless E911" under account number
010.201.5216.21.115 and revenue 3305.47.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Hawaii County Police Department has an inter-governmental Agreement with the State of Hawaii
Wireless Enhanced 911 Board to cover costs incurred from the Wireless Enhanced 911 fund for the
planning, testing and deployment of Phase I and Phase II wireless enhanced 911 service.
The Department has a contract with Akimeka, LLC to servce as the Wireless 911 project manager. The
contract term was for one year (May 1, 2007 - April 30, 2008) with the option of another year (May 1, 2008 -
April 30, 2009) at the County's sole discretion. The department is requesting appropriation of the amount
needed for the option years contract.
The department is requesting to waive Finance committee due to the current contract ending on April 30,
2008.

RE: Bill No. 282 An Ordinance to Amend Ordinance No. 07-82, As Amended,
The Operating Budget For the County of Hawaii for the Fiscal Year Ending
June 30, 2008.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
