Re: Resolution Transferring Funds m
Enclosed is a resolution transferring $22,362 out and from the Clerk-Council Services -
Contingency Relief account and crediting it to the Police Department's Salaries and Wages
account for the Districts of South Hilo, South Kohala (Waimea), and Puna. At the County
Council meeting held on June 1, 2007, funding for four (4) Police Officer II positions (position
numbers 00-01026, 00-02543, 00-04047, and 00-04073) was removed from the Police
Department's budget and placed into the Contingency Relief account.
The department is now asking for a portion of the funds to be placed back into their accounts
so they will can be utilized for the 72"d Police Recruit class that is scheduled to begin on
May 16, 2008.
In order to have the funding available for this recruit class by May 16, we would like to request
a waiver from the Finance Committee and to have this resolution heard at the Council meeting
scheduled for April 22, 2008.

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Hawaii County Police Department is requesting to transfer funds for the four (4) unfunded Police Officer
positions from the Council contingency fund. Funding of these position will be utilized for the 72nd recruit
class. The department is requesting funding from May 16 through June 30, 2008.

Re: Resolution No. 608-08 Transferring/Appropriating an Appropriation Out and
From the Designated Fund Account and Crediting Same to a Designated Fund
Account.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
