FROM: Brenda J. Ford, Council Member RE: Transmitting Bill 257, Draft 3 (Relating to a Charter Amendment to Article XI -
Initiative and Referendum)
Attached please find Bill 257, Draft 3. Bill 257, Draft 3, is a result of amendments proposed in
Communication No. 1056.11, less Item 5, which proposed to delete language regarding the
effective clause of the ordinance. Item 5 was struck from Communication No. 1056.11 by verbal
consent of the council.
Bill 257, Draft 3, is also a product of amendments proposed in Communication No. 1056.12. The
amendments proposed in Communication No. 1056.12 were voted on separately.
The following amendments proposed in Communication No. 10556.12 were approved by the
council:
1. Replacing "ten" with "fifteen" in section 11-5(c)(1), relating to the required amount
of registered voters signing petitions for initiative and referendum.
2. Deleting, in its entirety, section 11-7(e), relating to Results of Election, specifically
the opportunity for the Mayor to veto legislation proposed by initiative or removed by
referendum.
All of the aforementioned amendments were approved by the council during its meeting of April
9, 2008.
