Subject: Recommended FY 08-09 Appropriations for Grants to Nonprofit
Organizations
Enclosed for your purview and consideration is the HSED Ad Hoc Committee report
containing recommendations for the FY 08-09 Appropriations for Grants to Nonprofit
Organizations.
These recommendations were developed pursuant to a thorough review of all applications
forwarded by the Department of Finance in the form of a spiral-bound booklet distributed
to all Council members. An Ad Hoc Committee was convened at the February 20th
Human Services and Economic Development Committee meeting. Publicly noticed
interviews and site visits were conducted with all applicant organizations. Members of
the Ad Hoc Committee complied with Chapter 92-2.5, Hawaii Revised Statutes while
interviewing agency representatives and visiting selected sites. The Ad Hoc Committee
met with 17 applicants on March 13s' in West Hawaii and 40 applicants on March 27u,
and 28"' in East Hawaii for a total of 57 interviews/10 site visits.
This year, a total of 67 eligible applications were received. This represents an increase of
10 applications from last year. One applicant filed a late report and does not qualify for a
grant this year. Three organizations did not meet the application's requirements and could
not be considered for funding. A new organization is making a one-time request. Qty

The sum of $3,271,094.00 was requested for which the Council has available
$1,500,000.00 to appropriate. Last year, the County funded 57 programs with requests of
$1,648,800.00 received. The Council dispersed $1,500,000.00 in appropriations.

The emphasis for the Ad Hoc Committee in making their recommendations was to try to
help everyone, especially the newcomers (see Attached spreadsheet). Each agency did
receive a recommended appropriation except for the Kapi'olani Child Protection Center-
West Hawaii for not filing required reports in a timely manner and the Puna Friends of
the Park-Keaholoa STEM Program.
Altogether, 52 applicants previously received funding through the Nonprofit Grant
process, 39 applicants have sought increases in their request for this year, 11 programs
requested the same amount as last year, and there are 15 new applicants (not funded in
prior years). Eight programs have applied for more than double their previous request and
appropriation, most notably the Boys & Girls Club, and Child & Family Service. The
largest requests (each over $100,000.00) come from 3 first-time applicants. Two of these
requests are not recommended for a County grant as alternative funding sources are
available to them.
Summary
In comparison, the total requested amount from last year doubled this year. While the Ad
Hoc Committee found merit in each program application, the amount to be appropriated
has not changed. The grant amount recommended does not fully meet the need presented
by applicants but Ad Hoc Committee members are stretching the resources to the best of
their ability.
