Subject: RESOLUTION AUTHORIZING THE DEPARTMENT OF ENVIRONMENTAL
MANAGEMENT TO REPLACE SUBSTANDARD SEWER LATERALS IN
EXPERIMENTAL AFFORDABLE HOUSING DEVELOPMENT, QUEEN
LILI`UOKALANI VILLAGE SUBDIVISION, INCREMENTS IA AND 1B, LOTS 1
THROUGH 60, KEAHUOLU, NORTH KONA, TMK PLATS 7-4-011, 7-4-012 AND 7-
4-013.
Forwarded for your review and consideration is a draft resolution to address the closure of the
Queen Lili`uokalani Village gang cesspools. County ordinances will require the residents of that
experimental and demonstration housing project to both disconnect from their gang cesspools
and connect to the new sewer system, including construction of new laterals ("residential sewer
laterals") from the new system across private property to the existing residences.
The County is under an EPA mandate to close 29 County-owned gang cesspools that currently
serve 183 properties in the QLV Subdivision. Closure of the gang cesspools requires installing a
new sewer collection system in the public right-of-way and easements within the subdivision.
The collection system will operate under gravity and convey sewage to the existing County
sewer system and eventually to the Kealakehe Wastewater Treatment Plant for treatment and
disposal. Gravity flow will eliminate the need for property owners operating and maintaining
private pumps and pump stations and paying electrical bills. However, configuring a gravity
system requires that the existing laterals on a majority of properties be relocated to maintain
gravity flow. The QLV Subdivision originated as an affordable experimental and demonstration
housing project inclusive of sewer service. The sewer system must now be upgraded as a result
of a federal ruling and under this reasoning we are proposing that the County also fund the
installation of new private laterals for 102 homes.

The department realizes the unit cost of building new residential sewer laterals from the new
sewer system to the residences of Queen Lili`uokalani Village would be substantially lower if
done as part of the County of Hawai`i's construction of the new sewer system rather than if done
by individual homeowners after completion of construction.
