Re: Capital Budget
Enclosed is a bill for an ordinance adding the West Hawai'i Civic Center Project for $25,000,000
to this fiscal year's Capital Budget. The West Hawai'i Civic Center is to replace existing facilities
that are no longer of adequate size to accommodate the growth of government services. New
office space is required to provide efficient work centers for the increased staff and department
reorganizations. What initially started as a new 20,000 square feet office has evolved to
become a 75,000+ square feet office complex. The proposed project will consolidate twenty-two
County agencies, currently servicing West Hawai'i residents, from scattered leasehold locations.
The consolidation will offer a centralized facility where the public can access County services
and will improve operating efficiencies and intergovernmental business.
In order to execute a contract as soon as possible, the Department of Public Works is requesting
a waiver from the Finance Committee and to have this bill heard at the next Council meeting
scheduled for April 22, 2008.

A. REQUEST:
Amend Ordinance 07-83, the Capital Budget by adding an appropriation for:
West Hawai'i Civic Center $ 25 ,000,000.00
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The department is requesting additional appropriation to cover anticipated lapsing appropriation and for
unexpected growth in agency programs and corresponding space requirements.
Replacement of inadequate facility: Existing facilities are no longer of adequate size to accommodate the
growth of government services. New office space is required to provide efficient work centers for increased staff
and departmental reorganizations. The proposed project initially started as a new 20,000 square feet office and
has evolved to become a 75,000 + square feet office complex. The office complex will be located at the cross
road of Kealakehe Parkway and Ana Keohokalole Highway in North Kona.
Improve Operating Efficiency: The proposed project will consolidate twenty-two County agencies currently
servicing West Hawai'i residences from various scatter leasehold locations. The consolidation of County
agencies will offer the residents of West Hawai'i a centralized facility where they can access County services as
well as improve operating efficiencies and intergovernmental business.
The department requests that this Ordinance be waived from the Committee on Finance so that it will proceed
for Council's approval in order for us to execute a contract as soon as possible.

Operating Budget For The County Of Hawaii For The Fiscal Year Ending June 30,2008.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing this
matter, timely approval is crucial. It is therefore advantageous that approval is granted and the
matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on Finance
for placement on its future agenda.
